Legislative News 2022: Temp Permit increase 7/1/2022

HB 1700– Derelict Vessel Removal

  • 25% of vessel excise tax collected each year will be deposited into the Derelict Vessel Removal Account (RCW 79.100.100). 
  • Effective Date: June 9, 2022

HB 2074– Off-Road Vehicle Fees

  • Allows a person that is a resident of another state to register an off-road vehicle in Washington without payment of the license fee.
  • Removes no fee requirement for the transaction. 
  • Service fees will be charged. 
  • Effective Date: June 9, 2022

  SB 5974– Transportation Funding

  • License plate fees will increase as follows:
    • The original plate fee is increasing from $10 to $50 per plate on all plate types(except for moped and motorcycle plates). 
    • The plate replacement fee is increasing from $10 to $30 per plate on all plate types(except for moped and motorcycle plates).
    • The original plate fee is increasing from $4 to $20 per plate for motorcycle plates only.
    • The replacement plate fee is increasing from $4 to $12 per plate for motorcycle plates only
    • Small trailer plates fall under “all plate types”. 
    • Moped plate fees are not
    • Effective Date: July 1, 2022
  • Stolen Vehicle Check fees will increase from $15 to $50
    • Effective Date: July 1, 2022
    • Will increase to $75. Effective Date: July 1, 2026
  • Dealer temporary permits will increase from $15 to $40
    • Effective Date: July 1, 2022
  • DOL administrative fees (.25 License Plate Technology and .50 DOL Service fee) will be assessed on commercial and light-duty trucks
    • Effective Date: July 1, 2023
  • Auto Dealer Documentation Fee (optional) will increase $150 to $200.
    • Effective Date: July 1, 2022

E2SHB 1181– Veterans and Military Suicide Prevention Emblem

  • The general public can purchase a Prevent Veteran Suicide Emblem. 
  • The funds will be deposited into the Veterans and Military Members Suicide Prevention Account.
  • Effective Date: October 1, 2022

  SB 5085– Alternative Fuel Vehicles

  • Exempts electric motorcycles from the electric vehicle registration renewal fees (RCW 46.17.313). 
  • Electric motorcycles will have a $30 electric vehicle registration renewal fee. 
  • Effective Date: November 1, 2022

SHB 1984– Vehicle Registration Certificate Addresses

  • Registrations for vehicles and trailers have the address printed where it can be manually removed.
  • Effective Date: January 1, 2023

SHB 1790– Temporary License Plates

  • Dealer temporary permits will be replaced by a temporary license plate made of durable material.
  • Effective Date: July 1, 2023
